Your tax dollars hard at work

These two worked as advisors to the Coalition Provisional Authority, the civilian Occupation, in 2003. The one on the left, Frank Willis, testified to congress that the CPA paid contractors by driving around Baghdad in a pickup truck with gunnysacks full of cash. He said he called it “the Wild West”. Two weeks ago a report found that the CPA ‘lost track’ of about nine billion dollars, as it used virtually no accounting.

This picture is from a litte over two years ago, in Hilla. The guard is keeping watch over $58,800,000 in "reconstruction" money that the Pentagon had handed over to a Robert J. Stein, a man who already had a felony fraud conviction, and who embezzeled at least $2 million of it, and spent much of the rest on loaded contracts. Two Lieutant Colonels have also been indicted in the case.
